Presented to the FISU Executive Committee in Mongolia, the official Final Report and accompanying Post-Games Paper paint a picture of an event that has become a benchmark for sustainable, inclusive and socially impactful event delivery. The Games brought together more than 9,200 participants from over 100 nations, attracted more than 1.2 million spectators and reached millions more worldwide, while demonstrating how university sport can deliver lasting value across education, society and host communities.

As former Games Chairman Jörg Förster reflected:

“The Rhine-Ruhr 2025 FISU World University Games were a milestone in the history of German university sports. We demonstrated the creative power that arises when universities, politicians, associations and students work together. The Games have left their mark – on minds, structures and networks.”

Legacy by design

Rather than simply documenting achievements, the organisers have undertaken a detailed assessment of how the experience should shape future sporting events and the long-term development of university sport.

The review concludes that future university sport events should prioritise strategic leadership, knowledge transfer and partnerships rather than requiring governing bodies to assume the operational risks of delivering major events themselves. It recommends embedding sustainability, inclusion, political engagement, student participation and international collaboration within the German University Sports Federation’s Strategy 2030, ensuring that the Games become a catalyst for lasting institutional change rather than a one-off success.

As Förster explained during the presentation to FISU:

“With our bid for and hosting of the Games and the accompanying conference, we wanted to contribute to the National Strategy for Major Sporting Events and demonstrate that German sport is ready and motivated to continue hosting major international sporting events in the future.”

A model for future major events

Rhine-Ruhr 2025 also offers an important case study for countries considering future multi-sport events.

The Games deliberately relied on existing venues across six host cities, minimising new construction while combining sport with culture, science and education. Sustainability, inclusion and accessibility were integrated throughout the event programme, while more than 10,500 volunteers helped deliver Germany’s largest multi-sport event for more than 50 years.

One of the event’s most significant achievements was the integration of 3×3 wheelchair basketball alongside able-bodied competition, supported by an Inclusion Summit that reinforced the equal status of para and non-para sport. The Games also strengthened international university networks, elevated discussion around dual careers for student-athletes and expanded collaboration between universities, governments and sporting organisations.

Student board member Svea Thamsen believes that momentum now needs to be sustained.

“The legacy of the Games is not a look back, but a starting point. The central task now is to continue communicating the insights gained and translating them into measures to leverage the positive momentum for university sports and the association in the long term.”

A blueprint beyond university sport

Reflecting on the presentation of the reports one year after the Games, Förster described the project as the culmination of more than two decades of work while emphasising that its greatest value lies in what comes next.

“The presentation to the FISU Executive Committee made it clear: Rhine-Ruhr 2025 was a milestone for German and international university sports—and, at the same time, a starting point for leveraging this positive momentum in the long term.”

For sports organisations increasingly expected to demonstrate measurable impact beyond competition, Rhine-Ruhr 2025 offers an important reminder that the most valuable legacy is rarely physical infrastructure. Instead, it is the partnerships, knowledge, governance and social capital that continue to create value long after the closing ceremony.
